Yep it goes like that usually!
Sometimes when I click a link and take time to click the captcha I get the message that the ad has expired, so that possibly means that the ad gets issued to more than just 50 people that we purchase it for, so whoever clicks them first gets them.
My best guest is that they just assign the ad issues to members which means a member will earn a $X amount of money for clicking 1 ad.
Then they may have an ad pool out of which the system randomly picks an actual ad link for a member
More specifically I believe the system works like this:
1. We purchase an ad pack that contains 50 visits to our link
2. All ads are dropped in an ad pool to be randomly picked by the system.
3. The admin distributes the sites earnings to members in terms of ad slots (etc. 1 ad of $X value depending on the member's level).
4. The member clicks on his ad slot.
5. The system picks an ad from the ad pool and assigns it to that specific member (it looks for ads that have not expired).
6. They then wait for the timer and they need complete the captcha challenge
before or after the timer expires.
7. When they complete it the system checks again if the ad still has visits left or it is expired.
In the first case (ad not expired) the user earns the amount of money he deserves, whereas in the second one he doesn't earn anything and is notified that the ad has expired.
If many members click an ad slot within the same period (right before expiration) without being quick in completing the captcha (or simply letting it open in the background), then our link receives additional free visitors.
So, in this case it's preferable to purchase more small packs (than a big one) in order to get more free visitors..
If someone has recently purchased larger packs we could compare the results to see if they scale accordingly..
My last 2 packs were purchased five months ago and went like this :

BA-5951463 25/25 100/100 1210/50 Delivered
I can only guess that nowadays with the recent ad issues people are more active (but also more hungry for ads as well), so it's a matter of luck the amount of how many more visitors our link will receive.
Edited: Ok, I've just noticed they made the captcha necessary to fill BEFORE starting the timer.. kinda like how clixsense works, only it requires clicking "Confirm" after the timer.
