The main problem with CIOB is that it's mostly a matrix site beside its banner advertising side.

an approach you might use in your ads , is to show how people can get unlimited banner ads for $10. That is one feature of the upgrade that isn't too apparent and as the site grows that benefit becomes greater.
Another thing is the rebate feature. Since you are getting paid the entire $10 from your referrals(once your 2-up requirements are paid), you could offer 50%, 75%, even up to 100% back in a rebate if they join under you. Then they get those unlimited banners for a much better price
If you could design a banner that says something like get unlimited banners at our site for $5....for free, etc. and then have them go to a page that explains the offer and why it is such a great deal (how many banner impressions you get per day/week or how many clicks you get from the site), that may be a way to draw people in.
They may not see it as a deal for $10 but maybe unlimited banners for $1 might be more attractive to them. The great part is that you can play around with the price. Maybe start out at free or a dollar, and then as the base increases you could raise it to $5 or full price.
As your team grows you will also be getting your 2-ups so those will be full price for you
One final benefit you could offer is to promote your team's links in a rotator if they upgrade. Not everyone is good at promoting. As you build a team their downline members will be passed up to you so that will pay for itself. Since the site goes 6 levels deep you won't be losing much when it comes to downline hits.
