Tried cashing out Today for the first time but got greeted with the following message:
"Error: You have made a deposit on 14-08-2019 for $104.20. Subsequently your ability to cashout via Bitcoin is blocked until 28-08-2019. This is a security measure to protect PTCShare from abuse. Sorry for any inconvenience."
Interestingly, there is no mention of such rule in their TOS.
There is this in the FAQ which could be related to your issue:

Due to the high exchange fees between moving money from one payment processor to another we have to ensure healthy liquidity of our business, by emposing some limits on requesting cashouts via different payment processors, as otherwise we would be vulnerable of users usign us as an exchange service (i.e. depositing one payment currency, withdrawign via another).
This means that if you deposit/make a purchase with one payment processor, you will be unable to withdraw with any other but that processor for the next 14 days. So depositing from 2 different processors in a short period might lock you temporarily to withdraw with any, until this period has passed.
After the 14 day period has passed, you are able to withdraw with any processor again.
